How to Make a Tulle Skirt

Then, pin the elastic to the tulle, matching it up with the four quarters of the tulle circle. You can also use marking chalk to make sure that the tulle circle and the elastic are lined up evenly.
Lastly, you’ll need to hem the ends of the tulle and lining. The hem is the most difficult part of this project, but it will give you a beautiful, fluffy finish that will look great on your skirt!
